BAT RULE CHANGE

PONY BASEBALL RULE REGARDING BAT SIZE:

Page 15 (revision) – Rule 8 C Equipment: Wooden, metal, graphite or ceramic bats manufactured for baseball play, which are round and not more than two and five eighths inches in diameter at the thickest part, not more than 42 inches in length, are acceptable.
 
Page 15 (new entry) – Rule 8 C (1) Equipment: Bats manufactured specifically for use in tee ball play, shall not be used when the ball is pitched by a player, coach or pitching machine. Coach-pitch bats will only be used in coach-pitch using a safety ball.
 
Page 15 (new entry) – Rule 8 C (2) Equipment: Only 2-1/4” barrel non-wood bats which are manufactured to achieve a Bat Performance Factor (BPF) of 1.15 or less through the life of the bat are approved for play in PONY Baseball divisions.
 
Effective January 1, 2012, all newly manufactured non-wood bats must be stamped “approved for play in PONY Baseball” and stamped with “BPF 1.15” and the year manufactured.
 
Page 15 (new entry) – Rule 8 C (3) Equipment: Effective January 1, 2012, all minus (-) 3 bats must be BBCOR certified. The bat which may be wood or non-wood product shall be not more than two and five-eights (2-5/8”) in diameter at the barrel and shall be a smooth implement, from the top of the cap to the top of the knob. All non-wood bats shall meet the Ball-Bat Coefficient of Restitution (BBCOR) testing protocol maintaining the length-to-weight difference of 0.50 limit regardless of length. All BBCOR approved bats shall be labeled with a silk screen or other permanent certification mark.
(NOTE: 2 3/4” bats are prohibited in all PONY sanctioned leagues).

– Rule 18 E (6): Penalty for use of an illegal bat:

(a) If detected before the first pitch of an at-bat, the bat shall be removed from the game. The batter is not out and is required to use a bat that conforms to bat regulations. The manager of the team shall be removed from the game as well as the next scheduled game.

(b) If detected after the first pitch (whether the pitch is swung at or not) the batter is declared out and base runners shall not advance. The manager of the team shall be removed from the game as well as the next scheduled game.

(c) If detected after a ball is hit, the batter is out and base runners shall return to their original base prior to the hit. The manager of the team shall be removed from the game as well as the next scheduled game.

Spring Season
begins with registration and tryouts in January. Typically there are 2 to 3 events per week, comprised of practices, batting cages, or games. 

Practices 2 to 3 per week depending upon age begin in February. Games begin March 19th. Ages 7 - 19 will be scheduled 12 games and a double elimination tournament. Shetland age 6 will be scheduled 12 games and a single elimination tournament. Ages 4 & 5 will be scheduled 12 games. Season ends mid May.

Transaction Fees

Transaction fees for registration are absorbed by the league. However, if you withdrawal
there will be a charge of $5.00 applied to the refund to handle the registration processing charges incurred by the league.

Registration Fee Increase Due to Water Costs

Effective with the Spring 2012 season, all KWFCBA registration fees are going to be increased.  The increases are primarily being driven by the cost of purchasing water (and disincentive permits) to adequately irrigate our playing fields at each of our three complexes.

Water costs (and the costs of the disincentive permits) have increased tremendously during the past three seasons due to the reduction to near zero gallons by the Harris-Galveston County Subsidence District for the wells providing water for field irrigation. However, water can be obtained from the Harris-Galveston County Subsidence District by purchase of water disincentive fees/permits.

We currently obtain irrigation water at Forest Cove facility from our well regulated by the Harris-Galveston County Subsidence District. With the decrease in allowable gallons KWFCBA must purchase water through disincentive fees/permits. Per Harris-Galveston County Subsidence District regulations all non residential users (commercial wells) must move to convert over to surface water which will increase the amount of water we must purchase from the City of Houston.

Water at Deer Ridge complex is currently pumped from the pond supplied by runoff water and well water. The majority of water is supplied by the Kingwood Service Association’s (KSA) well permitted through the Harris-Galveston County Subsidence District. Likewise, KSA purchases well water by a disincentive fee paid to the Harris-Galveston County Subsidence District and then passed along to the park users. With the drought the amount of purchased water is likely to be impacted even more. KSA is also required to seek out surface water, City of Houston.

KWFCBA’s third complex, the Civic Center uses surface water via the City of Houston.  

Overall, KWFCBA has held the registration increases to an average 9% per player across the age groups:

·         Mustang & Older Age Groups (ages 9-19) will see an increase of $25.00 as the fee goes to $250 (from $225).

·         Pinto (ages 7-8) will see an increase of $25.00 as the fee goes to $225 (from $200).

·         TeeBall / Shetland (ages 6 & under) will see an increase of $20.00 as the fee goes to $170 (from $150).

  

Revised Player Registration Discounts

Effective with the Spring 2012 season, there is a $20 discount for the third (and any subsequent) child in the same household registering with KWFCBA. 

 

“And Under” Program So That Players Can “Play-up” One Age Group 

Unlike other area baseball associations, players may attempt to “play up” one (1) age group.  All players wishing to play up must attend the try-outs for the age group they are attempting to play up to and the try-out for their actual age group as determined by the official PONY League Age Key since all teams are formed via a player draft conducted after try-outs.

 2012 SELECT TEAMS

KW/FCBA is accepting team entries either KWFCBA teams or
Kingwood Neighborhood Select teams. 
Field/facility use with lights, insurance, tournaments, leagues and more. 
 
Two Options:
KW/FCBA Select teams are formed through open tryouts graded by 
independant non team affiliated evaluators. Six players are selected by 
the KW/FCBA evaluators with remaining players selected by team coach. 

The 2nd Select team entry is a Kingwood Neighborhood Select 
team registering as a complete team.

(All team managers and coaches are required to complete and pass background checks.)

 Division I & II - returns to KW/FCBA

KW/FCBA will be offering Division I and Division II levels of play this past spring. The starting age is Pinto with an 8U division through Pony age 13/14. The driving factors will be number of players and if interest warrants. Division I (DI) is for players that are prepared for a more competitive level of play as determined via a try-out / draft.  Approximately 40% of an age group would be expected to be able to play DI meaning that not all players that register / try-out for DI will make a DI team roster.

Divisions 

TBall/Shetland, Ages 4/5/6,
Focuses totally on instruction of beginning players.  TBall is for 4 &5 year olds while 6 year olds play Shetland. Batting tee is used in Tball and coach toss in Shetland.

Pinto, Ages 7/8
Teaches the basic fundamentals of baseball.  Pitching machine is used for the both DI & DII  divisions.  Division I & II levels are played if numbers and interest warrant. COOP program is available.


Mustang, Ages 9/10
Begins the players’ training in the complete game of baseball.  All boys pitch and full baseball rules apply with base stealing, pick offs, etc. Tournament team play is completed through World Series level. Division I & II levels are played if numbers and interest warrant. COOP program is available.

Bronco
, Ages 11/12
Takes the developing young players into the full game of baseball, with no restrictions on base stealing or runs allowed.  Tournament team complete through World Series level. Division I & II levels are played if numbers and interest warrant. COOP program is available.


Pony, Ages 13/14
No restrictions on base stealing or runs allowed.  Tournament team complete through World Series level. Division I & II levels are played if numbers and interest warrant.

Colt/Palomino, Ages 15/19
Tournament team complete through World Series level.

KW/FCBA 2011 Program Overview

 

KW/FCBA Baseball Program - 2011 Season

 

The Kingwood/Forest Cove Baseball Association program for 2011 consists of the following options for players dependent upon their age and skill set.

 

KW/FCBA General League play for ages 4 – 19 consists of divisions of play as follows:

 

TBall ages 4/5 – utilizing tees for hitting,

 

Shetland age 6 utilizing coach toss,

 

Pinto ages 7/8 utilizing a two tier format- Division I & II levels are played if numbers and interest warrant machine pitch.

 

Mustang ages 9/10 utilizing boys pitch and lead offs etc, Division I & II levels are played if numbers and interest warrant

 

Bronco ages 11/12  full baseball, Division I & II levels are played if numbers and interest warrant

 

 Pony ages 13/14 full baseball, Division I & II levels are played if numbers and interest warrant

 

Colt/Palomino ages 15 -19 full baseball.

 

Players for the general league register, tryout (except ages 4-6 placed on teams by neighborhood), drafted onto teams, practice Feb – March with games played end of March through May. Summer tournament teams are selected at ages 8 through 19 from the general league teams for PONY & USSSA summer tournament play.

 

KW/FCBA provides lighted field use for practice and games, umpires at ages 7 -19, uniforms (consisting of hat, shirt, socks and cap), equipment (batting helmets, catchers gear, baseballs), insurance, pictures, 12 game schedule, end of season tournament ages 7-19, trophies (1st & 2nd place season and tournament for ages 7-19 & participation trophies for all players in ages 4-6 with Shetland 6yr olds receiving end of season tournament).

 

General League players are allowed to play up one age (not one division) beginning with 6 year olds. Playing up is ONLY allowed after attending tryouts and then being selected (drafted) by a manager on a team. Players that tryout out but are NOT selected to play up must return to their actual age group. NO refunds will be issued on this basis. Playing up for 5 year olds to Shetland is allowed if and only if the player has completed a season of Tball. There are no tryouts for Shetland, players are placed on teams by neighborhood and schools.

 
 

KW/FCBA Select Program consists of two options.

 

Option#1: KW/FCBA Select Teams with the Goal of play at a USSSA AA -AAA level or equivalent. ALL players are required to tryout and be selected for the team by independent evaluators. Managers must submit an application and background check form to be considered for manager position. These teams will represent KW/FCBA in tournament play and as a league member/representative will be registered at a lesser fee than independent teams registering under option #2 .

 

KW/FCBA Select teams will receive facility time scheduled beginning in December on weekends (no lights) and then lighted field time scheduled beginning in January through July 30th. Teams may use their field time for practice, games and scrimmages. These teams will participate in KW/FCBA sanctioned/hosted select leagues and tournaments as defined in team contract. These teams may receive tournament free play for assisting with KW/FCBA tournaments. Teams will be covered under KW/FCBA insurance as accepted by other organizations (USSSA, Super Series, etc). Any organizations requiring purchase of their own insurance is the Select team’s responsibility. 

As stated players must tryout and be selected to play on these teams. If it is deemed that there is not the talent level to form a team at a particular age to meet the desired goal then it is solely KW/FCBA’s discretion to either form a team at a lower level of play or not form a team.

 

All players must register prior to trying out with all waivers signed. 

Option #2: Independent (Neighborhood) Kingwood Select Teams may register to participate in the KW/FCBA Select program as a full team. Registration for these teams will begin at the end of November. KW/FCBA Select teams will receive facility time scheduled beginning in December on weekends (no lights) and then lighted field time scheduled beginning in January through July 30th. These teams may play at any level that the members elect to do so, IE "A", "AA", "AAA", "Major". Teams may use their field time for practice, games, and scrimmages. These teams will participate in KW/FCBA sanctioned/hosted select leagues and tournaments as defined in team contract. Teams will be covered under KW/FCBA insurance as accepted by other organizations (USSSA, Super Series, etc). Any organizations requiring purchase of their own insurance is the Select team’s responsibility.

 

ALL Select teams must register all players, sign waivers, parents sign Principles for Parents, managers and coaches submit background check forms, sign and agree to select team contract terms.

 

All costs and expenses of the select teams are solely the responsibility of the select teams. All uniforms, umpires, equipment, baseballs, travel, any and all expenses.
